Multi Charge Arrests

On Friday, May 6, 2016 at 3:46 p.m., the Ventura Police Department Command Center received a call from Macy’s Loss Prevention, 477 S. Mills Road, reporting a theft of clothing that just occurred.  The three male suspects, later identified as Bryan Penny, 18, Jermiah Carr, 18, and Kevin Hlyt, 18, were seen getting into an awaiting vehicle and flee the scene.  It was also reported that as the suspect vehicle was fleeing the scene the driver, later identified as a 17-year-old juvenile female, collided into two vehicles in the parking lot of the mall and kept going. All suspects are residents of Oxnard.
The description of the suspect vehicle was broadcasted to the responding officers.  One of the officers observed the vehicle, driving near the intersection of Donlon and Market Streets, and initiated a traffic stop.  All of the suspects were detained while officers conducted the investigation.
During the investigation officers learned that the store’s loss prevention saw Penny, Carr and Hlyt, acting suspicious inside the store and began watching them as they gathered a large amount of clothing. All three of them grabbed the clothing and ran from the store without paying, before getting into the awaiting vehicle. While Penny was being searched at the traffic stop, an officer located a loaded small caliber handgun concealed in his shoe. It was determined all four suspects conspired to commit a grand theft.  Carr, Hlyt and Penny were all arrested for grand theft and conspiracy, and booked into the Ventura County Jail.  Penny was also charged with possession of a loaded firearm. The 17-year-old female was arrested for conspiracy and hit and run.  She was cited and released into the custody of a parent. No one was injured as a result of this crime.  All of the stolen property was recovered.
