Carjacking Arrests

On April 15, 2016 at 7:32 p.m., the Ventura Police Department Command Center received a 911 call of a possible carjacking that just occurred in the parking lot of the College Square shopping center in the 100 block of N. Ashwood Avenue.  Officers arrived and contacted the victim, later identified as Jose Mena-Loria, 44, and found that as a result of the incident, he had sustained non-life threatening injuries to his face.  He was treated at the scene by Ventura City Fire personnel and released.
During the investigation, officers learned that Mena-Loria, was parked in the alley to the rear of CVS, when he was confronted by two black male suspects.  Prior to being approached by the two males, Mena-Loria had been talking to two female suspects.  While sitting in his vehicle, the two male suspects began physically assaulting Mena-Loria.  He was able to get out of his vehicle and flee to a nearby business.  No weapons were seen. All four of the suspects, got into Mena-Loria’s vehicle and fled the area.  In addition to taking his vehicle, there was an undisclosed amount of cash inside.
After VPD patrol officers took the initial report, VPD Major Crimes Unit began investigating this case.  On May 2, 2016 the victim’s vehicle was located in Los Angeles and recovered by LAPD. Over the course of the investigation, detectives identified (3) of the (4) suspects involved and issued warrants for their arrest reference 215PC – Carjacking and 211PC-Robbery.
In late April 2016, Amanda Donovan, 19, and Amber Donavan18, of Thousand Oaks, were arrested and booked into the Ventura County Jail for their warrants.
On Wednesday, August 24, 2016, William Shehee, 24, of Ventura, was observed by VPD detectives in a vehicle on the west end of Ventura. VPD patrol officers and detectives conducted a high risk stop on the vehicle at Kellogg and Ventura Avenues. Shehee was taken into custody without incident. Shehee was booked into the Ventura County Jail for his warrant.
